Considering the importance of the road as a vector of socio-economic development of countries, particularly in the fight against poverty and convinced that cooperation between road maintenance funds contributes in creating the synergy necessary for ensuring the best conditions for the mobilisation of financial resources, the officials of African road maintenance funds, in conformity with the recommendations of the first concertation meeting held in Yaounde, Cameroon, on the 27th and 28th March 2003, have, at the end of the conference of Libreville, in December 2003, created the African Road Maintenance Funds Association (ARMFA).
ARMFA is made up of two organs:
