The President of ARMFA was in Lome in Togo during
the week of February 8, 2010 for a work visit. The aim was to collect from
the local authorities, informations on the actions set up after the dissolution
of the Road maintenance Funds of this country on August 7, 2008. It was also a
question of reiterating the availability of ARMFA to bring the support
necessary in the evaluation, the improvement and the accompaniment of any action
aiming at perennializing the financings intended for the maintenance and the
development of the Togolese highway network.
At the end of the exchanges considered as
beneficial by the two parts, it appeared the need for continuing to observe the
operation of the three instruments installed:

Road
Fund (RF). RF having as essential mission of financing the construction and the
alignments roads and rural road on the entire territory.
·
A
tolls management Company and road maintenance (CAPER). CAPER is intended for
the financing of roads maintenance
and rural road.
·
A
National Roads council (NRC) having for mission, to deliver its opinion on the
multiannual programmings and the annual programming of roads maintenance.
However, the failures already observed on the
institutional level will be the subject of a corrective text. The visit of the President
was completed with the hope to see again Togolese authorities, founding member
of ARMFA, to join the platforms of dialogue of the Association as well at the
level sub-regional as continental.
